DARPA Program Manager Dr. Joshua Baron

Dr. Joshua Baron started as a DARPA program manager in the Information Innovation Office (I2O) in August, 2017.  Before joining DARPA he worked at the RAND corporation where he “investigated methods and tools to enable the development of enhanced decision-making capabilities for cyberspace operations. He also examined policy implications of virtual currencies as well as various cryptographic technologies.”

Dr. Baron is the Program Manager for the Brandeis program, which seeks to develop the technical means to protect the private and proprietary information of individuals and enterprises. His research interests include cryptography, secure computation, novel decision-making analytics for cyberspace operations and cybersecurity.  DBLP lists nine publications for Dr. Baron.

Dr. Baron received his Doctor of Philosophy and Master of Arts degrees in mathematics from the University of California, Los Angeles and a Bachelor of Arts in mathematics from the University of California, Berkeley.

 

DARPA Program Manager Dr. Fotis Barlos

Dr. Fotis Barlos joined DARPA as a program manager in the Strategic Technologies Office (STO) in Januarym, 2017.  Dr. Barlos was a research scientist with BAE Systems before joining DARPA.

Google Scholar lists 19 publications by Dr. Barlos with 42 citations.  While at BAE Dr. Barlos oversaw a portfolio of projects that included “decision support and data mining; artificial intelligence; knowledge representation and reasoning; machine learning and forecasting; uncertainty management; command and control and wargaming; and computational social science.”

Dr. Barlos received his Ph.D. in computer science and engineering, and a Master of Science in electrical and computer engineering from George Mason University.  He received a Bachelor of Science in computer and information sciences from the University of Patras in Greece.

DARPA Program Manager Dr. Lori Adornato

Dr. Lori Adornato started as a DARPA program manager in the Biological Technologies Office (BTO) in July, 2017.  Before joining DARPA she worked at SRI International where she developed and fielded optics-based marine instruments.

Dr. Adornato’s interests at DARPA include “interpretation of organismal behavior and development of bio-inspired materials, as well as platforms and systems for marine sensing applications.”  ResearchGate list’s 17 publications and 1 patent for her.

She received her Doctor of Philosophy degree and Bachelor of Arts in Chemistry from the University of South Florida.

NASA Intelligent Systems Research and Development Support

NASA Ames Research Center (NASA/ARC) has released the Intelligent Systems Research and Development Support RFI, NARC17ISRDS-RFI.  A draft statement of work is included.

The NASA/ARC Intelligent Systems Division (Code TI or the Division) “is part of the Exploration Technology Directorate (Code T) at the NASA Ames Research Center. Code TI conducts scientific research, develops technologies, builds applications, and infuses and deploys advanced information systems technology into NASA missions and other federal government projects. This procurement is for research, development and infusion support services to assist that effort.

The Division is a major contributor to enabling intelligent software technology research and development for NASA in all the Agency Mission Directorates. Programs currently supported by the Division include Airspace Operations and Safety, Advanced Air Vehicles, and Transformative Aeronautics Concepts, and may in the future include Integrated Aviation Systems for the Aeronautics Research Mission Directorate (ARMD); Airborne, Space and Earth Science data pipelines and analyses, and mission operations for the Science Mission Directorate (SMD); evolving advanced space technology development and demonstration programs in the Office of the Chief Technologist (OCT); Advanced Exploration Systems, Human/Robotic systems and other capability-driven programs being developed in the Human Exploration and Operations Mission Directorate (HEOMD); the Center’s Small Satellite Research projects, in addition to a variety of NASA inter-center work agreements such as one to provide specialized software systems for Johnson Space Center’s Mission Operations Directorate (MOD).

The Contractor shall provide research support in the following domains: artificial intelligence (AI), knowledge-based systems, knowledge discovery and data mining, information processing and sensors, prognostic signal analysis, model-based diagnostic reasoning, system fault diagnostics, prognostics, automated software methodologies, software verification, validation and safety assurance, fault-tolerant computing hardware and networking, tele-presence and tele-control of remote, mobile platforms, autonomous and adaptive control, unmanned aero and terrestrial based vehicle technologies, human-centered computing, collaborative system design, quantum computing, and distribution of research information in various formats and forums.”

Responses need to be received no later than July 6, 2017 at 4:00 PM PST.

 

IARPA Amon-Hen BAA

The Intelligence Advanced Research Projects Activity (IARPA) has released the Amon-Hen BAA, IARPA-BAA-17-02.  The Amon-Hen program seeks innovative, low-cost approaches for passive, ground-based interferometric imaging of GEO satellites.

“The Intelligence Community (IC) needs to ensure Space Situational Awareness (SSA) and monitor the operational status of US Government satellites in geosynchronous earth orbit (GEO). Capabilities that enhance our ability to visually monitor these satellites, particularly through passive, ground-based observation, will help address this need. These capabilities become more relevant as the total number of GEO satellites and the number of related objects (like spent fuel tanks and other debris) continue to grow and as existing GEO satellites approach the end of their operational lifetimes.

The IARPA Amon-Hen program seeks novel interferometric approaches that enable the development of low-cost imaging systems (overall system cost reductions of greater than one order of magnitude) without significantly impacting other performance capabilities when compared to existing designs.

The Amon-Hen program is envisioned as a 33-month effort that is intended to begin by March 2018. Phase 1 will last for a period of 15 months and will focus on the development of component technologies, the development of physics-based system modeling capabilities, and the development of image reconstruction algorithms. Phase 2 will be 18 months and will focus on further maturation of component technologies and subsystems to bread board capabilities enabling an end-of-phase, open sky measurement. Following the conclusion of Phase 1, down selection is possible for a variety of reasons including but not limited to underperformance. Program progress will be periodically assessed to justify program continuation. Successful completion of Phase 2 efforts may result in an additional funding opportunity to advance the results of Phase 2 to a full demonstration. The actual goals and metrics for this potential full demonstration effort will be determined at that time.”

Multiple awards are anticipated. Proposals are due August 11, 2017.  Merrick DeWitt is the Program Manager.

 

 

DARPA Switching Networks and Conley-Morse Index for Modeling Systems of Systems Award

DARPA DSO has announced an award to Geometric Data Analytics, Inc. for Switching Networks and Conley-Morse Index for Modeling Systems.  The award amount is $611,000.

This contract was awarded under the DSO Office Wide BAA, number DARPA-BAA-16-46.

DARPA Secure Handhelds on Assured Resilient networks at the tactical Edge (SHARE) Proposers Day

DARPA has announced the Secure Handhelds on Assured Resilient networks at the tactical Edge (SHARE) Proposers Day through the Special Notice DARPA-SN-17-16.  The objective of the Secure Handhelds on Assured Resilient networks at the tactical Edge (SHARE) program is to develop the technology for multilevel secure information sharing across tactical wireless networks to enhance tactical coordination between U. S. and coalition partners.

SHARE will “develop and integrate software and networking technologies to create secure information systems that operate at multiple security and releasability levels. SHARE will build upon existing commercial handheld devices (e.g., smartphones and tablets) and existing infrastructure (e.g., cellular and Wi-Fi networks). Because they are commonly available, these technologies make rapid and widespread deployment possible and thereby facilitate greater information exchange among U.S. and coalition forces. Specifically, SHARE will secure tactical mobile handheld devices to support distributed multilevel information sharing without the need for reaching back to large-scale fixed infrastructure, create new networks based on resilient and secure architectures that work in challenging environments, and develop software that rapidly configures security across the network. Based on these technology innovations, the program will demonstrate a quickly deployable secure multilevel network through which US and coalition tactical operators can share information while maintaining the security of sensitive information, safety of operations, and integrity of U.S. systems.”

Department of Homeland Security SBIR

The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program, comprised of the Science and Technology (S&T) Directorate’s SBIR Program and the Domestic Nuclear Detection Office’s (DNDO) have released an SBIR on homeland security‐related areas.  The solicitation number is HSHQDC-17-R-00010.
